In 1997 one of Stephen L. Tvedten’s neighbors reported to the Michigan Department of Environmental Quality (DEQ) that he had illegally built two creek dams. The agency then sent a cease-and-desist letter ordering him to remove the debris. Maybe the DEQ should have looked into the matter rather than simply taking the word of Tvedten’s neighbor.

The following is the letter from an official at DEQ that was sent via certified mail to Tvedten’s property address:
